We the undersigned unfortunate retired dieticians while begging pardon for our this courageous effort to invite the kind attention of honorable principal secretary to the government of Telangana to the following our incessant struggle for the last seven years for Justice. Honorable Sir, we have been appointed in the health department and rendered immaculative services to the government for nearly (35) years, during this service we got promotions to the higher post and consequently after abolition of National Leprosy Eradication Programme our services have been transferred to the post of Grade II dieticians and rendered efficient services to the post up to the satisfaction of officers and inpatients as per their re quirement. We, retired dieticians here with submitting few known facts pertaining to the staff of the Director of Medical Education and Director of Medical Education Telangana Hyderabad who supported to the unqualified dieticians to promote as Dietician with in eligible candidates in the state of Telangana. The same matter we informed to the principle secretary to government H.M & F.W. department vide ref (1) cited above, a copy also submitted to the DME AP Hyderabad for information. In fact, as per Adhoc rules framed in G.O.M.S.NO. 154 H.M.& F.W (A2) department Dated: 0405-2002 for the post of Dietician” must passes a B.Sc. degree of a University in India established or incorporated by or under a central act, provincial act or State act or an institution recognized by the University Grants Commission or an equalent qualification and “must have passed one year course of Diploma in Applied Nutrition and Dietetics from a recognized institution.”
Whereas the ineligible candidates have undergone 8 months certificate course of Diploma in Nutrition and Dietetics through distance Education which is not equal to one year regular course of Diploma in Applied Nutrition and Dietetics, and not having practical experience of One month internship in teaching Hospitals. Though the staff of the Director of Medical Education and D.M.E Telangana were overlooked our complaint and considered the ineligible candidates by conducting Departmental Promotion Committee Meeting and posted them as Dieticians in Teaching Hospitals of Telangana. As part of it Sri. N. Veeramallu Lab Technician promoted as Dietician and posted to C.K.M. Hospital Warangal on 30th June 2012 vide reference (3) cited above. Thereafter, the Director of Medical Education and the DME staff has issued an order to Sri. N. Veeramallu Dietician CKM Hospital, Warangal as full additional charge to M.G.M Hospital, Warangal on 28-08-2013 before superannuation of the concerned Dietician of M.G.M. Hospital vide ref (4) c ited above which is not at utmost important post, it may be simply to favour him. Later Sri. N. Veeramllu Dietician C.K.M. Hospital Warangal has requested the principal secretary to government H.M. & F.W Department to transfer from C.K.M. Hospital Warangal to M.G.M Hospital, Warangal within two years of his post duration which he is not eligible as per Memo. No. 1866/k2/20121 H.M.& F.W Department Dated 20-02-2012 vide ref (6) cited above. Accordingly the principal Secretary to Government H.M.& F.W (A2) Department AP Secretariat Hyderabad has r ejected his request as it is not feasible to transfer from C.K.M. Hospital Warangal to M.G.M Hospital, Warangal i.e. local to local within two years of his duration at his present place vide ref (5) cited above and the same intimated to DME AP Hyderabad. Even though the concerned D.M.E. staff encouraged Sri. N Veeramallu Dietician C.K.M. Hospital Warangal to apply earn leave to c lear the way for his transfer, accordingly Sri N. Veeramallu applied Earn leave for three months on Medical grounds on 29-10-2013 vide ref(7 & 8) cited above. At this juncture the staff of DME prepared seniority list with the ineligible candidates to fill up the vacancies in the state and conducted Departmental promotion committee Meeting on 31-10-2013 without showing the clear vacancy of M.G.M Hospital in the vacancies list. Furthermore, the Director of Medical Education filled the leave vacancy of C.K.M. Hospital Warangal with another candidate with in three days leave period of Sri N. Veeramallu vide ref. 9&10 cited above, and kept reserve this clear vacancy of M.G.M. Hospital, Warangal for Sri N Veeramallu. This clearly shows that the concerned DME staff supported outright to Sri. N Veeramllu, reason may be not known. After few days without expiration of leave period of Sri. N. Veeramallu the concerned DME staff and DME has issued an order to Sri N Veeramallu placing him at M.G.M. Hospital, Warangal on 1812-2013 vide ref (11) cited above by disobeying the orders of Principal Secretary to government vide ref(5) cited above. Further, Sri. N. Veeramallu after completing (4 )years of service as dietician, applied to the DME Telangana to issue promotion as Chief Dietician without completing specified period of service me ntioned in adhoc rules for the post of Chief Dietician. As per the adhoc rules, for the Chief Dietician which reads as follows, must have put in, not less than (5) years of regular service as dietician as per G.O.M.S. NO. 448 H.M.& F.W (M) Department. Dated 25-08-1993. vide ref(13) cited above. Again the concerned DME staff and DME has favored to Sri. N. Veeramallu and issued promotion order as Chief Dietician to Gandhi Hospital, Secundrabad without any amendment to adhoc rules vide ref. (12) cited above, at the same time another candidate posted to M.G.M Hospital, Warangal vide ref (14) cited above.
In the meantime, already functioning the Dietetics department with a dietician, the superintendent of M.G.M Hospital, Warangal wrote a letter to the Director of Medical Education Telangana to upgrade the post of Dietician at M.G.M Hospital, Warangal to the level of Chief Dietician without increasing the bed strength vide ref. (15) cited above. Accordingly the DME Telangana communicated a letter to the principal Secre tary to the government H.M. & F.W. department to upgrade the post of Dietician to the level o f Chief Dietician at M.G.M Hospital, Warangal vide ref (16) cited above. After communication and getting the required information from the Director of Medical Education Telangana, the principal Secretary to government H.M. & F.W. department and Secretary to Finance (HRM-1) department has upgraded the post of Dietician to that of Chief Dietician at M.G.M Hospital, Warangal on 26-04-2017 vide ref. (17, 18, 19, 20) above. At last Sri N. Veeramallu Chief Dietician Gandhi Hospital Secundrabad after upgradation of the post as Chief Dietician at M.G.M. Hospital, Warangal again he approached the concerned DME staff and DME to issue a work order to work at M.G.M Hospital, Warangal even a dietician is working at M.G.M Hospital, Warangal leaving dietary services at such a big 1500 bedded hospital of Gandhi Hospital Secundrabad. Accordingly the concerned staff of DME and DME has issued a work order to Sri. N. Veeramallu Chief Dietician Gandhi Hospital, Secundrabad to work (3) days a week at M.G.M Hospital, Warangal and remaining days are at Gandhi Hospital, Secundrabad by repatriating the existing working Dietician from M.G.M Hospital, Warangal to MNJIO & RCC Hyderabad vide ref (21) cited above leaving regular needy services to the 1500 patients of Gandhi Hospital Secundrabad. This issue noticed by the special Chief Secretary to the government H.M. & F.W (A2) Department Telangana has rejected the request of Sri. N. Veeramallu and cancelled the work order of Sri. N. Veeramallu Chief Dietician for the justification of the patients of Gandhi Hospital Secundrabad vide ref. (22) cited above. Even after cancelling the work order of Sri. N. Veeramallu Chief Dietician Gandhi Hospital Secundrabad on 02.08.2017 vide ref(22) cited above, he disobeyed the orders of special chief Secretary to government H.M.&F.W. (A2) Department he continued his work at M.G.M Hospital, Warangal two more months and he relieved on 20-10-2017 vide ref(23) cited above. He relieved on 20-10-2017 and he signed up to 28-10-2017 as per the attendance sheet of M.G.M Hospital, Warangal vide ref. (24) cited above. At present the post is vacant since (5) months at M.G.M Hospital, Warangal patients are suffering a lot without having dietary services being 1000 bedded hospital. The purpose of upgradation is failed, presently no any dietician available with more experience to promote as Chief Dietician to fill up the post at M.G.M Hospital, Warangal. The posting of Sri. N. Veermallu as Dietician and promoting as Chief Dietician through back door influence of the political and officials of the government, is illegal, arbitrarily, unjust, unconstitutional, highest discriminatory in nature and utter violation of principles of administrative policies framed by the government. Further, it is not out of place, for us to put a most torment and heart burning fact as Dietician in first instance and promoting him as Chief Dietician has become a topic of discussion in the Medical and health department and we being a serious looking down among our friends and exemplary and immaculative service is perturbe with humiliation and this incessant persecution as corroded the mental and physical stamina leaving to depression.
In these above undesirable and humilative circumstances we have no other alternative, except to pray the honorable Chief Secretary to review the appointment/ promotion of Sri. N. Veeramallu as Dietician and also Chief Dietician, and do justice to these unfortunate retired Dieticians to an earliest possible convenience i.e. within one month, since Sri. N Veeramallu Chief Dietician Gandhi Hospital, Secundrabad, is going to retire from his service in the month of S eptember 2018. If the honorable Chief Secretary is not having time to pay his personal attention to solve this problem at least please refer this case to any government agency to investigate this episode. If the government is not pleased to choose either way as prayed, we constrained to seek the remedy either by raising our voice before the press and electronic media or approaching to the appropriate legal forum. We hope the honorable Chief Secretary will not allow or encourage us to choose a negative source for settlement of our struggle for justice. Lastly, we pray and hope the honorable Chief Secretary will endeavor to our fight for natural Justice for Justified reason. Thanking you sir very much. Yours faithfully Retired Dieticians
