Overview
2.1 Introduction With the ACC feature, the BSC can control the number of MSs accessing the network at a certain time by allowing only the MSs of a certain ACC class to access the network. This avoids the base station subsystem (BSS) overload or mobile switching center (MSC) overload caused by the simultaneous access of numerous MSs. In addition, the ACC feature uses a sliding window mechanism to enable the MSs of all ACC classes to access the network. This way, radio services are available for all MSs, especially in emergencies. In emergencies such as during natural disasters, the traffic in the network increases sharply. The traffic may increase to an extent that exceeds the network capacity. In such a case, subscribers have difficulties in making calls, and the radio network may be down. To resolve this problem, the ACC feature is introduced. This feature controls the number of MSs that access the network in emergencies by allowing only the MSs of certain ACC classes to access the network, ensuring that the radio network works properly.

Principles
When registered in a GSM network, an MS is assigned a common ACC class, ranging from Class 0 to Class 9, Class 10 to emergency call, or a special ACC class, ranging from Class 11 to Class 15. The BSC indicates in the system messages the access classes of the MSs that are allowed to access the network. The ACC feature uses a window sliding mechanism to allow only the MSs of a certain ACC class to access the network at a certain time. The size and speed of the sliding window is specified in the ACCCTRLPY(GSM BSC6900,GSM BSC6910) parameter. There are 16 ACC classes. Class 0 to Class 9 are common classes and are specified for common voice and data services; Class 10 to emergency; Class 11 to Class 15 are special classes and are specified for services such as emergency call. Currently, the BSC controls only the access of MSs of Class 0 to Class 9. The ACC feature is implemented by the MS, BSS, and MSC/VLR as a joint effort. The principles are as follows: 1.
The access class of MSs of special classes is set to a high priority.

When an MSC/VLR is excessively overloaded and the access side of the MSC/VLR is congested, the BSC under the MSC/VLR controls the access of the MSs in certain cells. Only the MSs having high access priorities and certain MSs of common classes use the random access channel (RACH) to access the radio network.

The BSC broadcasts the class in which MSs are allowed to access a network.

The MS matches its class information stored in the SIM card and that in the broadcast information. If allowed, the MS uses the RACH to access the radio network. Otherwise, the access of the MS is barred.

Strategy
When ACCCTRLEN(GSM BSC6900,GSM BSC6910) is set to YES(Yes), the ACC feature is enabled in a cell. After the feature is enabled, the BSC determines the MSs allowed to access the network by sending system information (SI) that carries the ACC classes according to the policy specified by ACCCTRLPY(GSM BSC6900,GSM BSC6910). If the current ACC policy is changed or the MS uses another policy, the BSC sends SI that carries the ACC classes again. The value range of ACCINDEX(GSM BSC6900,GSM BSC6910) is 0 to 31. Each control policy is configured with ACCWPOS(GSM BSC6900,GSM BSC6910), ACCWSIZE(GSM BSC6900,GSM BSC6910), and ACCWSP(GSM BSC6900,GSM BSC6910). ACCWSP(GSM BSC6900,GSM BSC6910) specifies the sliding speed of the ACC sliding window, ACCWPOS (GSM BSC6900,GSM BSC6910) specifies the starting point of the ACC sliding window, and Access Control Window Size specifies the ACC sliding window size in an access control policy. MSs of the ACC access classes that are specified in the sliding window are not allowed to access the network. For example, if ACCINDEX(GSM BSC6900,GSM BSC6910) is set to 1, ACCWPOS(GSM BSC6900,GSM BSC6910) to 0, ACCWSIZE(GSM BSC6900,GSM BSC6910) to 2, and ACCWSP(GSM BSC6900,GSM BSC6910) to 120s, the MSs of Class 0 and Class 1 are forbidden to access the network during the first period (first 120s); the MSs of Class 2 and Class 3 are forbidden to access the network during the second period (second 120s), and the MSs of other classes . Figure 4-1 shows the time assignment principle.

The description of Figure 4-1 is as follows: The sliding window mechanism allows the BSC to send ACC classes based on ACCWSP(GSM BSC6900,GSM BSC6910) and ACCWSIZE(GSM BSC6900,GSM BSC6910). In this manner, MSs of different ACC classes can access the radio network and radio services are available for all MSs even in emergencies.

Step 1 Run the ADD BSCACCCTRLP command with Access Control Policy Index, Access Control Window Size, Starting Point of the Access Control Window, and Sliding Speed of the Access Control Window set as required. NOTE
A maximum of 32 access control policies can be set. To set multiple access control policies, perform this step for multiple times.
If an access control policy is enabled and the BSC has sent the system information (SI) to MSs, the access of the MSs of classes 10 to 15 is not affected by the configuration of the access control policy. Step 2 Run the SET GCELLCCBASIC command with Access Control Allowed set to YES(Yes) and Access Control Policy set to the value of Access Control Policy Index specified in step 1. ----End

Using the CME NOTE
When configuring the Access Control Class (ACC) feature on the CME, you must perform a single configuration first, and then perform batch modifications if required. You must perform a single configuration for a parameter before batch modifications of the parameter. You are advised to perform batch modifications before logging out of the parameter setting interface.
Step 1 Configure a single object on the CME. (CME single configuration) Set parameters on the CME configuration interface according to the operation sequence described in Table 5-2. For the method of performing the CME single configuration, see the CME Single Configuration Operation Guide. Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center) icon on the To modify objects, such as BSCs, BTSs, cells, and TRXs, in batches, click the CME configuration interface to start the batch modification wizard. For the method of performing batch modifications through the CME batch modification center, press F1 on the wizard interface to obtain online help. ----End

Expected result: The values of Access Control Window Size, Starting Point of the Access Control Window, and Sliding Speed of the Access Control Window are the configured ones. Step 3 Trace radio signaling link (RSL) messages on the Abis interface. NOTE
The access-control-class field in the RACH Control Parameters information element (IE) is called the ACC field. The ACC field contains two octets and is 16 bits in length. Each bit indicates a level of SIM users and its value is 0 or 1. When a bit is 0, the SIM users of the corresponding level are allowed to access the network. When a bit is 1, the SIM users of the corresponding level are forbidden to access the network.
Expected result: The SI contains the RACH Control Parameters IE, and the value of the bits in the ACC field of the RACH Control Parameters IE is 1 from the starting point onwards within the sliding window range. Step 4 Use an MS to make a call within the period specified in step 1. Expected result: If the level of the SIM card of the MS falls into the forbidden levels, the MS cannot access the network. If the level of the SIM card falls into the allowed levels, the MS can access the network properly. ----End
5.1.4 Deactivation Using the LMT On the BSC LMT, run the SET GCELLCCBASIC command to disable the ACC feature in a cell. In this step, set Access Control Allowed to NO(No).
