3. The requirement of annealing does not apply to bridle chains attached to
derricks or masts, and the following classes of gear have been exempted from annealing subject to the conditions stated below: !"# $hains made of malleable cast iron% ! 'late link chains% !3# $hains, rings, hooks, shackles and swivels made of steel% !(# 'itched chains% !)# *ings, hooks, shackles and swivels permanently attached to pitched chains, pulley blocks or weighing machines% !+# ooks and swivels having screw-threaded parts or ball bearings or other casehardened parts% !# /ordeaux connections. These classes of gear have been exempted from annealing subject to the conditions that such gear shall be thoroughly examined by a competent person once at least in every twelve months and that, before the gear is subsequently taken into use, the prescribed certi0cates of such examinations shall be entered in or attached to the prescribed register.
Chain register/cargo gear register The chain register is the register in which data concerning a ship1s lifting gear must be recorded. The term 2lifting gear1 includes derricks and cranes
for the handling of stores, and also lifting gearused in the engineroom, and it is important that all such items of equipment should be properly tested, certi0ed,marked and maintained. The greatest practical importance of the chain register for a geared bulk carrier is as a register of all items of cargo-handling equipment. uch items, whether derricks or cranes, are used by stevedores for the loading and discharge ofthe cargo. tevedores will expect to 0nd that the equipment works e4ciently and safely, and will, with good reason, complain about any defect in the equipment they are required to use. 5f they have any doubts about the condition ofthe equipment they will demand to inspect the chain register and it is vital that the register be kept fully and correctlyup-to-date. 5n countries such as 6ustralia and $anada union inspectors are likely to carry out spot checks aboard aship to ensure that all the gear is safe, and also to verify that all items of gear are clearly marked and that testcerti0cates can be readily located. 7ailure to have the chain register kept properly up-to-date can result in stoppage ofwork until matters have been put right, and the vessel will be put o8 hire in these circumstances. There are two reasons for maintaining a chain register: it may be a requirement of the country with which the ship isregistered and it may be a requirement of the country in which the ship is loading or discharging cargo. 5n theory achain register issued in the form approved by any national authority or classi0cation society will be acceptable in allcountries which call for a register. 5n practice this is generally true, particularly when the ship is well maintained, butthere are exceptions. The chain register of one country is not always accepted at a local level in another country and some ship operatorsput aboard their ships chain registers from a number of the countries where di4culties are experienced in the ports. Thus a 9iberianregistered ship may carry chain registers from 9loyd1s *egister and from the governments of $anada, 6ustralia, ew ;ealand and 5ndia.
9#, and suitable design.
There must be a certi0cate, in an approved form, for each item of cargo gear, identi0ed by its unique number.
6 system must exist to produce the certi0cate for any item of cargo gear promptly.
Thorough inspections of the cargo gear must be carried out at the required intervals !annually for most authorities, but three-monthly for 6ustralia#.>hen the inspections have been carried out the register must be signed in the appropriate places. *egisters are normally divided into four parts to deal with four di8erent categories of equipment. $areful study of the register will berequired to identify where signatures are needed.?uadrennial or quintennial examinations of lifting gear are carried out by competent persons such as surveyors fromclassi0cation societies and foreman from marine engineering works or drydocks, who will sign the chain register uponcompletion of their work. 5f several chain registers are carried, the surveyor must be asked to sign all of them.5t will be apparent from the foregoing that national and local regulations for chain registers are varied, and theirimplementation is somewhat arbitrary. 5t may never be possible to comply with every requirement of every authority, but a ship aboard which the equipment is carefully maintained and renewed, properly marked and documented inaccordance
with the requirements of the =ag tate, and readily identi0ed, will have done all that can reasonably beexpected.
