.he action 7ill directl8 contribute to the speci/ic objecti0e o/ the SWIM programme b8 the de0elopment6 testing and disseminating the local 7ater securit8 planning methodolog8 as an @inno0ati0e solutionJ /or local 7ater planning and management in the region6 capable to be scaled up and 7idel8 introduced and used b8 local sel/ go0ernments in targeted countries and the region as a 7hole ME3* is the driest and most 7ater#scarce region in the 7orld6 and this is increasingl8 a//ecting the economic and social de0elopment o/ most countries o/ the region *lthough there has been a notable progress at the le0el o/ institutions and go0ernance approaches6 7ater sector institutional setting in targeted countries is largel8 centralised and managed mostl8 at the national le0el 7ith little local sta1eholder or ci0il societ8 participation6 resulting in ine//ecti0e6 /ragmented structures6 7ith the ministr8 in charge on the top o/ the decision ma1ing p8ramid and clear hierarch8 Sta1eholder participation in 7ater issues is modest in 7ater planning and inadeKuate in implementation o/ the plans -o7e0er6 t here is 7idespread recognition throughout the region that local go0ernments need to become more transparent and accountable to local citiens and some o/ anal8sed countries accelerated decentraliation processes (notabl8 .unisia and ordan) .o that end6 local 7ater planning is becoming more rele0ant in recent 8ears6 7ith some promising lessons learned6 mostl8 as a result o/ :D* projects .here is still large area /or impro0ement o/ IW9M and 7ater securit8 planning methodologies6 practices and actions at the local le0el in the region6 and this project 7ill contribute the most to the enhancing effecti5eness of oca ater resources go5ernance It is e;pected that impro0ed capacit8 o/ local and regional institutions as a result o/ capacit8 building acti0ities and planning processes itsel/ 7ill /urther contribute to gradual de0elopment o/ ne7 and inno0ati0e mechanisms and instruments /or bridging the gap bet7een re0enue and non# re0enue 7ater at the local le0el6 and6 thus contribute to etter ater financing Moreo0er6 piloting o/ local 7ater securit8 *ction plans 7ill demonstrate the practical e;amples o/ i"pro5e! ater efficiency at the oca e5e pro"ote ater an! en5iron"enta =uaity as a est practice Polic8 recommendations 7ill pro0ide gui!ance on ho to pro"ote appropriate poicies for oca ater security panning6 7hich ma8 be used b8 national 7ater authorities

threat o/ the /luctuation o/ precipitation patterns that are becoming more se0ered6 though e0er8 attempt has been made to ma;imie the amounts captured sur/ace 7ater .he a0ailable rene7able /resh 7ater resources ha0e decrease dramaticall8 and 7ater scarcit8 in ordan is /urther multiplied b8 the S8rian re/ugee crisis In $%%,6 the !o0ernment o/ ordan adopted a Water Strateg8 through $%$$ FWater /or ?i/e ordanGs Water Strateg8 $%%=#$%$$G to assure drin1ing 7ater suppl86 sustainable 7ater management6 /air and a//ordable costs6 and adaptation to meet the economic de0elopment needs o/ a gro7ing population In $%&H the Ministr8 o/ Water and Irrigation de0eloped the document FEstablishing the Post#$%&' De0elopment *genda Sustainable De0elopment !oals (SD!) to7ards Water Securit8 # .he ordanian Perspecti0eG that rein/orce the strategic objecti0es in 7ater sector6 including sustainable use o/ 7ater resources6 pro0ision o/ sa/e6 uninterrupted6 reliable6 and a//ordable access to domestic 7ater /or all and more e//ecti0e management o/ ground7ater and sur/ace 7ater *s o/ po7er balance6 ordan still appears to be highl8 centralised and local democrac8 and decentraliation still need a lot o/ impro0ement Decision#ma1ing po7er on most polic8 and strategic planning issues is restricted to the go0ernor and the line Ministries .he administrati0e and /inancial capacit8 o/ municipalities is lo7 and planning capacities need more impro0ements )unisia is also /acing 7ater shortage o/ increasing se0erit8 and 7ater scarcit8 problems are e;pected to intensi/86 as a result o/ population gro7th6 rising li0ing standards and accelerated urbaniation :n a national scale6 7ater resources are distributed uneKuall8 and primar8 concern is internal distribution6 both geographicall8 and temporall8 .he De0elopment Strateg8 o/ the 3e7 .unisia stressed the necessit8 o/ optimie use o/ a0ailable natural resources through mobiliation and optimum utiliation o/ a0ailable 7ater resources and concentration on the process o/ using non#traditional resources namel8 desalination o/ sea 7ater and 7ater treated /urther rationaliation o/ 7ater use in agriculture Water sector is still highl8 centralised and although e;isting strategic documents demonstrate solid e;perience on the de/inition o/ 7ater policies and the preparation o/ planning strategies6 local sel/ go0ernment ma8 signi/8 limited o7nership on behal/ o/ the authorities and entail the potential /or repetition and duplication o/ e//orts Speci/ic problems e;ist in drin1ing 7ater pro0ision in rural areas6 7here 7ater management is attached to o/ten non#/unctional 7ater users associations
9ene7able 7ater resources per capita in eanon are alread8 slightl8 belo7 scarcit8 threshold6 7ith e;pected decrease in the coming 8ears .he countr8 is alread8 using t7o thirds o/ its a0ailable 7ater resources Sur/ace 7ater resources are largel8 e;ploited but 7ith limited storage6 7hile signi/icant stress is put on ground7ater mainl8 through pri0ate 7ells Most pri0ate 7ells are unlicensed and there/ore not monitored In addition6 a large share o/ 7ater in public distribution s8stems is lost through s8stem lea1ages Water Kualit8 is ad0ersel8 a//ected b8 industrial6 agricultural and domestic 7aste7aters Similarl8 to ordan6 o0er one million re/ugees ha0e /led to ?ebanon since the beginning o/ the S8rian crisis6 resulting in a signi/icant increase in pressure on the countr8Gs alread8 /ractured and unreliable 7ater net7or1s .he most recent de0elopment in the /ield o/ policies and plans concerns the preparation and operationaliation o/ the 3ational Water Strateg8 until $%$$ ?ocal go0ernments (go0ernorates6 districts6 and municipalities6 including "nions o/ municipalities) ha0e legal responsibilities6 notabl8 regarding public health and pollution control6 but limited sta//6 capacit86 and /unds to actuall8 e;ercise these *long 7ith a/orementioned shortcomings (7ater shortages6 limited progress on 7aste7ater collection and treatment6 se0ere en0ironmental impacts6 etc)6 7hich can be also obser0ed6 aestine is /aced 7ith uniKue constraints in 7ater sector6 as a result o/ comple; political situation (:slo II *rticle H%) .hat ma1es 7ater resources planning 0er8 challenging and 7ater go0ernance on the Palestinian territor8 ine//icient .he institutional setup in 7ater sector is decentralied6 but the capacities o/ local sel/ go0ernments and local councils are still lo7 Despite trends to7ards national le0el planning /or IW9M and polic8 shi/ts to7ards decentralisation6 all abo0e mentioned countries are /aced 7ith lo7 le0els o/ sta1eholder in0ol0ement6 and highl8 /ragmented 7ater sectors in0ol0ing man8 pla8ers *ppropriatel8 trained and Kuali/ied sta// at the di//erent le0els is largel8 absent6 and it is particularl8 the case at the local le0el .he speci/ic needs /or Kualit8 drin1ing and irrigation 7ater6 as 7ell as 7ater rights o/ poor communities and 7omen are more or less ignored Lalidated in/ormation on 7ater resources6 7ater suppl8 in/rastructure6 demand /or6 and access to 7ater ser0ices is either not a0ailable or incomplete When it comes to speci/ic 7ater securit8 issues in municipalities6 non#con0entional 7aters are not /ull8 e;ploited rain7ater is not utilied to its capacit8 in $uropeAi!/1%0&%0/'/AC)/*uti
